This feature would affect the way comment notifications are delivered. Here are some details on how they would work -

Comments

Comment posted by a Customer

• Notify all @mentions


• Notify all Admins (except the ones @mentioned already)
  

Comment posted by an Admin

• Notify all @mentions


• Notify Requester of the Post (unless they are already @mentioned)
  

Private Notes

• Notify only @mentions


• Only Admins can be mentioned in Private Notes
